Introduction
In 1861, the Mexican government, led by President Benito Juarez, suspends payments on its foreign debt, which leads to a crisis in Mexico's relations with the European powers. With the Monroe doctrine out of play because of the US civil war, France, Britain, and Spain decide to secure full repayment by force and install an emperor to regain a foothold on the North American continent. As a player you will be somewhere in the balance between two extremes: the old world and the new.
Playing this game
This operational and political megagame thrusts players into the shifting chaos of Mexico, only made worse by the French intervention. Mexico has faced decades of turmoil, with political instability and external threats disrupting peace. The Mexican-American War left Mexico defeated, massively burdened with debts to Europe, and with the United States gaining vast territories.
Because of this the Mexican military landscape is fragmented, with unaffiliated generals commanding loyal followers and wielding significant influence. Often seen as both bandits and mercenaries, these generals shape the chaotic political and military reality, driven by personal ambition and survival instincts rather than political convictions. Managing alliances, armies, funding operations and resolving conflicts through combat are key components of the game. Governing, diplomacy and military operations will be shared within dynamic teams.
Outline of the game
On one side, President Benito Juárez, a determined leader with a vision for a modern Mexico, advocates for Mexican rights and a new constitution. Backed by the United States, Juárez promotes secular education and land redistribution, challenging traditional values and sparking resistance from the establishment.
The opposing alliance draws support from the Conservative land owners, clergy and Mexicans favoring traditional values. The Catholic Church seeks to preserve its authority against Juárez's rapid modernization while Monarchists advocate for a European-style empire, believing it will bring stability and prosperity.
The newly appointed Emperor of Mexico, Maximilian von Habsburg, leads this coalition. Backed by Napoleon III's France, with England, Belgium, and Spain offering support, each nation pursues its own interests. The Austrian Empire, Maximilian's homeland, observes from afar, balancing familial loyalties with political realities.
The many unaffiliated generals can turn the tide of battles and political fortunes alike. They roam the vast Mexican territory, seizing opportunities, forging temporary alliances, and betraying them just as quickly. Their presence ensures that the struggle for Mexico's future is anything but straightforward, as their ambitions clash with national and international interests.
